I love exchanging links. I do have a few rules, though.
1. No porn, illegal content, racist or otherwise offensive material.
2. Please don’t be on a hiatus. I’m not saying you can never go on one, but when you’re filling out the form, try not to be.
3. Update at least every two weeks. I like to visit everyone on my links list, so I want blogs that are active.
4. I don’t like reading blogs/sites of people who type LiKe ThIs. Or even lYkE DiS. Get what I’m saying? 
5. You don’t have to add me until I add you. Fair is fair after all. I’ll usually email you saying that I accept and that I’ve put your link up.
6. You are allowed to add more than one website, but it must contain a blog of some sort. Food, photo and other misc blogs are okay.
7. No livejournal, myspace, etc accounts. If you use one of those to fill out the form, I’ll only add you on the respective site, not here.
